Global Commission to Release Final Report in November at Paris Peace Forum
On Tuesday 12 November, the Global Commission on the Stability of Cyberspace (GCSC) will release its final report at the Paris Peace Forum. The report represents the culmination of the Commission’s efforts over the past three years, offering norms and policies for enhancing stability at this critical juncture in the future of cyberspace.

GLOBAL COMMISSION MEETING IN ADDIS ABABA, ETHIOPIA

The Global Commission on the Stability of Cyberspace held its fourth meeting of 2019 in Addis Ababa, Ethiopia, on 11-12 October. The Commission meeting took place just after the Global Forum on Cyber Expertise (GFCE) Annual Meeting, hosted by the African Union Commission.
On Friday 11 October the GCSC held public Cyberstability Hearings, in partnership with the GFCE and hosted by the African Union Commission. The Hearings were dedicated to “Norm Implementation & Capacity Building: Two Sides of the Same Coin?”. The Hearings were conducted in an expanded roundtable format and featured discussions between GCSC Commissioners and representatives from government, the private sector and civil society on matters pertaining to international peace and security in cyberspace.

In a July 2019 letter to parliament, the Dutch Minister of Foreign Affairs set out the Government’s views on “the application in cyberspace of relevant elements of existing international law.” That letter now has been made public. It is an extremely granular statement, not only in terms of scope, but also with respect to the legal basis for the position taken. As such, it is a major contribution to the growing body of opinio juris on the subject that includes the recently released French Ministry of Armie’s International Law Applicable to Operations in Cyberspace, (see here, here, and here), the Estonian President’s speech this year, the UK Attorney General’s Chatham House speech last year, and Australia’s current International Cyber Engagement Strategy (annex on international law).
