“Nobody should endanger the stability of cyberspace for commercial, political or other gain. We should take the initiative when we see it threatened.” So writes esteemed journalist Edward Lucas about the Global Commission on the Stability of Cyberspace in his Times column today, having had a sneak peek at the GCSC report. The culmination of the Commission’s work over the past three years, the report is to be released at the Paris Peace Forum tomorrow on Tuesday 12 November (The Stage 13:15-14:00).
Stef Blok, Minister of Foreign Affairs of the Netherlands, Jean-Yves Le Drian, Minister of Europe and Foreign Affairs of France, and David Koh, Chief Executive, Cyber Security Agency of Singapore, will launch the report and place the findings in the context of ongoing global efforts to enhance international security in cyberspace. Commission Co-Chairs, Michael Chertoff and Latha Reddy, along with former Chair Marina Kaljurand, will present recommendations and comment on the strategic approach and work of the GCSC.
Lucas’ article muses on the need for international norms of responsible behaviour, especially given that the issues driving their promulgation concern both state and non-state actors – individuals, social groups, businesses and governments alike. Noting that the Commission does not seek to deal with every security issue, but rather that it sees a multistakeholder approach as key in reducing risks to the stability of cyberspace, the article also highlights some of the recommendations contained in the report that might have significant impact for the international community going forward.
