Inkster explains how the Internet was not designed with security as a priority and is hence endemically vulnerable to malign activity by a growing range of state and non-state actors. As global efforts to develop rules of the road have thus far been limited, the Global Commission on the Stability of Cyberspace seeks to engage with the widest possible range of stakeholders. “The main thrust of the Commission’s final report is on the criticality of preserving the stability of cyberspace: ensuring that the Internet will be generally available to users, and function safely and reliably.”
