The Global Commission on the Stability of Cyberspace (GCSC) will convene its first meeting of 2019 on 22-23 January in Geneva. The meeting is held in partnership with the United Nations Institute for Disarmament Research (UNIDIR).
On 22 January from 14:00-18:00, the Commission will hold public CyberStability Hearings, hosted by UNIDIR. Geneva is a longstanding global hub for peace and security, international law, human rights and humanitarian affairs. These Hearings will provide a unique opportunity for dialogue between the Global Commission and actors working in these areas on stability in cyberspace and its implications for the mandates and activities of distinct international communities.
These are the fifth public hearings held by the Commission since its launch in 2017.They will be conducted in a round-table setting, with sessions on “International Law, Peace and Security in Cyberspace,” and “The SDGs and Cyber Stability.”
During the Hearings, GCSC Commissioners will discuss with advisors from governments and international organizations, as well as civil society and private sector representatives on what cyber stability means for different stakeholders. The conversation will provide advanced insight into some of the current developments and thinking on international law and norms of responsible behavior in cyberspace, implementation and enforcement mechanisms, and the ways forward for the international security architecture in cyberspace.
Following the Hearings, the Commission will convene on 23 January in a closed session to advance its agenda. After releasing a package of six proposed norms from its meeting in Singapore in September 2018, the Commission will be looking to continue discussions about the implementation of proposed norms, defining elements of cyber stability, and potential recommendations for the future of the international security architecture in cyberspace.
