Rapid digital developments and cyber security challenges have altered the way the diplomatic community addresses world affairs. Debates on normative frameworks for state behavior and application of international law in cyberspace, as well as on balancing freedom and security online, have become mainstream foreign policy topics. These topics were discussed at the Tallinn cyber Diplomacy Summer School. Speakers included GCSC Commissioners Marina Kaljurand, Christopher Painter, James Andrew Lewis, Nigel Inkster, and Head of the GCSC Secretariat Alexander Klimburg.
